I completely agree about distrusting the tape measure. I've never gotten a sensible measurement yet so I just use bra fit as well.
As for trying bras, many larger cities and metro areas have speciality shops just for this kinda of thing. Also, you'll be surprised what you can find online but the "try and return" is a serious pain. I'm in the Denver metro area and I know of 3 off hand that carry upto J cup. I wish I was big enough to need to visit them.
