There really is no specific technique, the best thing to do is to just develop a routine. As for me, I'm diagnosed OCD, so it was easy for me to keep a routine. Honestly, I've never timed how long or how many times a day, I just pumped. I have always worked out, did chest machines, pushups, and dips to build the pec muscles. One thing to keep in mind, if you're flat chested with no or little fat it takes longer to pump them bigger, if you have fatty moobs it's easier and faster to pumped them bigger, just look at Shannon's progress.
